I read the article, wasn't too impressed simply because MS continues to pull all kinds of BS without telling anyone. Don't mind the repetition in the article, just scroll down to the last paragraph.

OK, but I still don't know what this means:

And I'm not certain if those downloads will be the latest version, allowing clean install and activation with a 7 or 8 key.
They are the latest version and retail location is exactly that. You have to look at what was wrote before "retail location"
"and the languages you'll need for your retail location" all it means is to make sure that you choose the language that you will be dealing with retailers with and not necessarily your mother tongue. This is more applicable for those who have moved to a different country or someone that speaks more than one language.
One reason for this and I am sure there are probably more is if you just bought a new laptop with Windows 10 installed and during the update something went wrong and you had to take it back to where you bought it from for repair. It would be best if the operating system was not in Chinese.
